Board and folder access
Board access is a member list, empty means public, filled in means private.

Hover a board or folder in the sidebar, open its ⋯ menu and choose Permissions (the shield). The dialog is headed "Permissions, Board: <name>" or "Permissions, Folder: <name>" and holds one list: Members.
Membership, not levels#
This is the part worth getting straight. There is no per-board "can edit" or "can view" setting. There is one member list, and it decides one thing, who can open the board at all:

| Has anyone in it | Private: only the people on the list can access it. |
What someone can do once they're in is decided by their account role, not by this list. A viewer added to a private board is still read-only there.
Setting it#
- Move people from Available members into Chosen members, rows show a name and an email address, so you can tell two similar names apart.
- Choose Save permissions.
It works the same on folders and on every kind of board, File boards included. Deactivated users don't appear in either pane.
Restricting one column#
A single column can be locked down from its header menu: "Restrict column editing" or "Restrict column view", each opening a picker of who is allowed. Once set, the same menu offers to change or remove the restriction. It works on subitem columns too, but never on the Name column.
